Inhabitants

An occupant of the Outside world is considered an 'Outsider'.

The people that occupy the outside world could be any type of person. However, most people fall into the following categories:

• Those who don't wish to move into the packed OMEs,
• Those who don't wish to be limited by the EPF and wish to operate out of their laws,
• Criminals and Raiders who roam the wastes searching for prey,
• Vigilante justice dealers who feel the need to police the wastes,
• Those who are simply too poor to afford to travel to an OME,
• Those who don't qualify for entry to an OME.

However, an Outsider does not always fall into these categories and may be out there for any reason.

Key Regions

City 11 Outskirts

The outskirts of City 11 could almost be considered a warzone. As soon as the huge walls and gates went up around City 11 preventing all access, the outside went to hell as people realised that they were no longer bound by laws.

The area is now a decrepit wasteland ravaged by fighting and Outsiders attempts to live. It is often passed through by unlucky refugees attempting to get access to City 11, who often come to an undesirable end.

The barren, sandswept deserts of the North around City 3 are certainly not a preferable place to live.
