City 11

City 11 is a dark, dank city packed to the brim with inhabitants. Built rapidly and expanding inwards as well as outwards, the city has a slumlike feel. However, the quality of life is still fairly high and it rates higher than most other cities in citizen happiness.
However, things are not perfect all the time and it certainly is a troubled city. Large text scrollers blare out adverts and guidelines for citizens as they trudge through it's rain-soaked streets.

Landmarks
Main Street
Along the main street there are several stores, bars, and apartments for citizens to live in. Below the main street runs the old sewer system which is now no longer used for sewage. It is believed people live down there, away from the EPF interference.
EPF City 11 HQ
The City 11 HQ allows for the detainment and storage of several prisoners as well as other useful areas for EPF Officers.
Gate 5
Behind 'Gate 5' there is a small building and alleyway, as well as a church-like meeting area.
Curfew and Lockdown system
In the event of a Curfew, the scrolling adverts are replaced by curfew warnings and a global advert is visible to all citizens.
All citizens should move to an inside area at the earliest possible convenience, either their home, a home of a friend, or a public bar.
Shortly after the curfew is announced, Gate 5 will be closed. It is the citizens job to ensure they are on the correct side of Gate 5 to ensure their safety.
